Herman explores the needs of victims. She lists the strengths and weaknesses of both community and restorative justice. Herman envisions a system of justice that reacts to a victim instead of to the crime or the offender. This means meeting all of a victims needs including therapy, job placement, daycare, etc. This goes beyond restitution and the ability to express emotion in a restorative encounter.
